Nikolaev Giprograd: new page in the history of cooperation

Design institute CJSC “Nikolaev Giprograd” counts the history of its existence since 1944. Then, after clearing Nikolaev from fascists was a sharp need of questions decision of housing and civil estates in Nikolaev and its region. With this purpose the regional design-budget office (subsequently - « Nikolaev Giprograd) was created which got an order of restoration of Nikolaev drama theatre named after V. Chkalov. Since then 64 years passed, for these years Giprograd had time to go through both the period of blossoming, and time of heavy crisis.
Last spring design institute replaced the proprietor. The new page in history has begun for this big company in Nikolaev. …

Our institute is a necessary component for such city as Nikolaev, - considers chairman of the supervisory council of Joint-Stock Company “ Nikolaev Giprograd “ Sergey Kljus. - it is exact how it is not impossible to present city without "emergency" or fire service, there can be without the structure carrying out professionally city-forming functions. The institute was kept within a general economic crisis when construction was reduced up to a minimum, and last spring new team came to begin its perspective development.

Actually new proprietors of company have a little bit unusual approach for a mercantile business century. They do not focus on momentary benefit and do not perceive institute as commercial structures in the pure state. More likely, as the trouble-free tool in hands of city community by means of which it carries out city-forming functions. What is the city? As a matter of fact - set of the people living in one homing territory with a uniform infrastructure. Self-management does not assume anarchy and permissiveness, but harmonious coexistence, including in architecturally-building sphere. At city has, more precisely, will have General plan, i.e. a general plan of territory building. “Nikolaev Giprograd » is engaged in its realization if historically developed institute specialization is just development of uniform city-forming decisions, building plans.

“Kiev Giprograd” works on general development of General plan and its Nikolaev colleagues are ready to undertake its logic continuation - projects of a detailed planning (PDP) on urban districts and other local territories after confirmation of this document by city council. They are ready to do it free of charge for city! Provided that then builders will conclude with institute designing contracts. It is economy for the city budget, and, considering average cost PDP in large cities of Ukraine - rather considerable.

What is PDP and why is it necessary for Nikolaev? For example, on Naberegnaya street some investors wish to construct beside with each other a number of objects – housing estates, hotels, restaurants, entertaining centers. If there is no coherent plan on urban district, business for certain will turn in chaotic heap of buildings and constructions which will prevent each other, create problems with carrying out of engineering networks, and will not add harmony and to city. At last incompatibility of adjoining objects in the architectural and functional plan can turn back that investors will frighten off potential clients and cannot realize the commercial tasks. To avoid these problems, the general designer and a coherent plan is necessary harmonizing all objects, being in a place of the forthcoming building, arranging both city and all builders.

The “Giprograd” possesses a huge operational experience. For last years it developed more than 75 designs and reconstruction, and the documentation is stored in archive of institute on 100 thousand objects. Who can know better building features of Nikolaev? In fact realization of the General plan is a work for decades, and the nonresident organizations, not knowing features of Nikolaev cannot be engaged. Other institutes of such level as “Nikolaev Giprograd” do not exist in city. By the way, it coincides with universal experience. In the developed countries narrow specialization exists: there are design organizations which are engaged only in separate objects designing for example, hotels, and there are similar to the "Giprograd" carrying out complex designing, development of long-term building plans.

Great changes were in the institute for the last year. Reconstruction of premises was made, the computer technical equipment was updated where design works are performed, means of release were established, each of 120 workplaces is equipped by special furniture facilitating working process. The newest license software unification and modernization of designing process is reached due to a computer network and purchase. All is provided: from ergonomic trifles to the modern work organization.

In difficult times for an institute it became the supplier of skilled workers for other companies. Today the situation changed in a root. In fact the amount of works grows and planning is impossible without prepared and experienced human resources. Design is a creative and at the same time very exact process, keeping hard scopes of customer norms and terms. There is no place for casual people. Eventually, it is necessary to be the patriot of the city to be engaged in such work. Institute collective perceived the arrival of new command the with enthusiasm. Although, tasks for the institute employees became complicated. Earnings on shallow orders and implementation of significant projects, being the visiting-card of city are disparate things. Nevertheless, renewal of skilled potential proceeds. An institute accepted 15 young specialists. To my surprise, they integrated very quickly in a collective. From one side young people have possibilities for improvement perfected, work above interesting projects. From the other there is a deserving stimulus as a growing salary and administration plans to help young specialists in habitation acquisition in Nikolaev new buildings. Salary grew in 2,7 time for the last year, amount of preformed works in a money calculation grew in 2,3 time. It is important that salary is paid officially, without notorious envelopes, that allows young people to have positive credit history, and older people can get a good pension. Administration is interested both in bringing in graduating students of higher institutes and former employees returning with good salary. «We will be sincerely glad in skilled workers returning who left an institute in the period of crisis, –says Sergey Klyus . – And in general we have work for different specialists in design field, there are social programs for the people of different age».

Today a personnel learns modern design method, gets to know with the use of new materials and technologies in building, improves qualification. Large attention is paid on visiting particular branch exhibitions and seminars. So “Nikolaev Giprograd” took part in 16 international specialized exhibition in Kiev «Building and architecture - 2007», and, in addition, more than 20 employees of the institute visited it. Work system is put right on leading information from such events to all collective in “Giprograd”. Employees, visiting an exhibition, are representatives of every group, every speciality. Then they share information with colleagues on specially organized seminars. New information is systematized and cataloguized in design cabinet doing it accessible for every employee.

Contacts are formed with serious foreign producers of building equipment and materials. The group of skilled workers must arrive to Germany for getting acquainted with new building materials. Agreements were signed with the largest Canadian producer of planking for carcass-monolithic house-building. Nikolaev skilled workers will also arrive to Canada. This technology is progressive, and Canadian equipment excels other foreign analogues and soon it will be widely presented in Ukraine. By this time skilled workers of “Giprograd” will be ready to carry out designing taking into account the use of this planking in Ukraine. In addition, cooperation with design company in Toronto (Canada) is planned, which is specialized on low-rise building. Building experience residential areas in Ukraine is minimal. Meantime, it is one of the most perspective directions including Nikolaev for the nearest years. Few residential areas are planned to build in different districts of Nikolaev. And “Giprograd” will be ready to it.

JSC “Nikolaev Giprograd” is able to provide projects with effective, original and inexpensive building. It is possible to mark the complex of swimming pools “Vodoley”, office “Ukreksimbank”, “City-center”, child's orthopedy and rehabilitation center, bouling-club “Storm”, supermarkets ATB and “Foxtrot”, reconstruction of Russian drama theatre, etc. There is a number of projects, including building of urban district “North”, housing estate building in a center of a city, Leski, in Korabelnuj region and other districts of Nikolaev. A number of business and shopping mall centers including the largest in town shopping mall center «Caravan» more than 80 000 m². Certification on the system ISO-9001 and opening of representative office in Moscow about what there is an agreement with the prefecture of the North-Eastern district of Russian capital are in the company plans. Realization of the Moscow program will show out a company on the new level of international relations development, will serve as an impulse in professional growth of skilled workers and quality of performed works.

Changes, going on today in JSC “Nikolaev Giprograd”, will allow to offer services in the high-quality decision of complex tasks in area of the city. Thus an institute is ready to give the most advantageous terms of cooperation to the city and to assure quality of performed design works. «Such tasks are deprived political colouring and can unite quite different people for the sake of development of our city, – considers Sergey Klyus. – Let us work together. Our city must be cozy, comfortable, light, and bring gladness to all who live here.”
